LEOSA stands for the Law Enforcement Officers Safety Act. It is a U.S. federal law that allows qualified active and retired law enforcement officers to carry concealed firearms across state lines, even in places where civilians might be restricted from doing so. The law was enacted in 2004 to recognize the need for law enforcement officers to carry firearms for self-defense and public safety, especially when traveling across state borders or moving between jurisdictions.

To qualify under LEOSA, officers must meet specific criteria, including:

  1. Active Law Enforcement Officers: Must be employed by a government agency and authorized to carry a firearm while on duty.
  2. Retired Law Enforcement Officers: Must have retired in good standing after serving a minimum of 10 years or due to a disability. They must also meet annual qualification standards regarding firearm proficiency, typically through an authorized training program.

LEOSA aims to ensure that officers can protect themselves and others even when they're off duty or traveling outside their home state. However, there are restrictions, such as prohibited areas (e.g., federal buildings, schools, or private property where firearms are banned).

The law has been amended and updated over time to address specific concerns and expand its applicability.
