Defensive Firearms Instruction, LLC is proud to offer the annual marksmanship qualification for retired law enforcement officers as authorized by the Oregon Department of Public Safety Standards and Training (DPSST). This service is designed to ensure retired officers maintain their firearm proficiency and comply with federal regulations under HR 218, also known as the Law Enforcement Officers Safety Act (LEOSA).

The Law Behind HR 218

On July 22, 2004, President George W. Bush signed HR 218 into law, allowing qualified law enforcement officers—both active and retired—to carry a concealed firearm across state lines without requiring a concealed handgun permit. This federal exemption applies only to concealed handguns and does not supersede state laws that regulate the possession of firearms in specific locations, such as courthouses and schools. In Oregon, for instance, retired officers are prohibited from carrying concealed firearms in public buildings as outlined in ORS 166.370.



This legislation empowers retired officers to carry firearms for personal protection, but only if they meet certain qualifications. Defensive Firearms Instruction, LLC plays a critical role in ensuring retired officers meet these standards through the annual marksmanship qualification process.

Qualification Requirements

To participate in the qualification course, individuals must meet specific eligibility criteria under Title 18 U.S.C., Chapter 44, Section 926c. Retired law enforcement officers must:


  1. Provide a valid retired department ID issued by the agency they retired from.
  2. Present a current Oregon Driver’s License.



Upon successful completion of the qualification course, Defensive Firearms Instruction, LLC will issue a signed annual qualification card, verifying the officer’s compliance with HR 218 requirements.

Course Details

The qualification process uses the DPSST PQC-1 course of fire, which is designed to test and validate marksmanship proficiency. Participants must bring the following items to the course:


  • A professional-quality firearm, either a semi-automatic or a double-action revolver.
  • A suitable holster for the firearm.
  • A magazine pouch.
  • A minimum of 100 rounds of ammunition.



Participants are required to demonstrate their ability to safely and effectively handle and fire their weapon under controlled conditions. The staff at Defensive Firearms Instruction will guide participants through the qualification process, ensuring each individual meets the necessary standards.
